State Board of Education Resolution

The State Board of Education recognizes that the Class Size Reduction Program represents a fundamental improvement in primary grade education in the State of California.

The State Board of Education believes that students receiving special education for part or all of their instruction in the general education classroom should participate equally with general education students in the Class Size Reduction Program.

The State Board of Education strongly encourages school districts to ensure that any changes in the location of programs and classes for special education students are fully consistent with federal and state law requirements.

The State Board of Education strongly encourages school districts to account for special education students served on a full-time basis in classrooms participating in the Class Size Reduction Program so that they are included in the 20:1 maximum ratio and qualify for the Class Size Reduction incentive payment.

The State Board of Education strongly encourages school districts to ensure that where special education students are served on a part-time basis in the classrooms participating in the Class Size Reduction Program, that local policies and procedures ensure that IEPs are implemented as well as the purpose of the 20:1 ratio.

The State Board of Education believes that the clear intent of the Class Size Reduction Program is to create a true educational benefit for primary grade students that will pay dividends throughout the student's years of schooling. Therefore, long-range goals must be included in planning and implementation decisions.

The State Board of Education strongly encourages all school districts to organize their Class Size Reduction Program efforts in ways that enhance and do not diminish educational opportunities for any student.

The State Board of Education strongly encourages all participating districts and schools to implement the Class Size Reduction Program in keeping with this intent.
