Overcrowding Relief Grants (ORG) provide funding to replace portable classrooms with permanent buildings. Eligible school sites must have a pupil population density at or above 175% of the California Department of Education's recommended pupil population density.

ORG Pupil Adjustment Form
The Overcrowding Relief Grants (ORG) Eligibility Determination form is used to determine eligibility and the maximum number of pupil grants for which the site is eligible. To be eligible, a school site must have a pupil population density equal to or greater than 175% of the California Department of Education's (CDE) recommended pupil population density.

Statute requires two adjustments in determining a school site's pupil population density:
- Students housed in new construction projects including Critically Overcrowded Schools Program projects (California Education Code [EC] sections 17078.10–17078.30)
- Students housed in classrooms above or below the first floor (EC Section 17079)
Both of these adjustments are captured on the ORG Pupil Adjustment form (second tab located at the bottom of the worksheet).
Complete the Overcrowded Relief Grants (ORG) Eligibility Determination form first and the Pupil Adjustment form second. Use the tabs at the bottom of the worksheet to switch between forms. Enter information in the sections shaded blue. All other sections will automatically populate.
Save the information as an electronic file and e-mail (one file per school site) to Lisa Constancio at lconstancio@cde.ca.gov. Print a hard copy of the eligibility determination and pupil adjustment (one copy of each per school site), sign, and date. Mail the hard copies with original signatures to:

The Overcrowded Relief Grant (ORG) Program requires local educational agencies (LEAs) to identify portable classrooms which were funded by class size reduction facilities funding.
This list summarizes the class size reduction facility apportionments made from 1996 to 2001. Statute restricted the use of these funds to facility related costs associated with the K-3 Class Size Reduction Program. LEAs used these funds for a variety of purposes, such as new permanent construction, remodeling existing spaces, and buying portable classrooms. The California Department of Education does not have information on the specific use of these funds such as the number of portable classrooms acquired.
