Prior to the enactment of Proposition 39 on November 7, 2000, local school bonds had to be approved by two-thirds of a district's voters. Proposition 39 gave districts the opportunity to seek local voter approval of 55 percent of the district's voters. Since the enactment of Proposition 39, the voters in school districts have approved over $61 billion in local school bonds. Of this amount, $58 billion was approved under the 55 percent vote requirement.
