This Information Alert (IA) is the fourth in a series of IAs concerning the upcoming Child Nutrition Information and Payment System (CNIPS). It informs Child and Adult Care Food Program (CACFP) agencies of how the CNIPS will change the renewal/update process for the 2010-11 program year.
In past years, the Nutrition Services Division (NSD) annually sent out renewal materials that corresponded to an agency’s base year (the first year of the renewal cycle) or an agency’s update year (the second or third year of the renewal cycle). This year, the NSD will handle the renewal and update process through the CNIPS.
How then will an agency renew or update its CACFP agreement?
An agency must submit a copy of its media release to the NSD. Examples of media releases may be found according to the following groupings:

Note: Please provide your agency’s agreement number and vendor number at the top of the media release. The submission deadline is September 30, 2010.
What else will be required?
The other required documents will vary according to agency type.
- Center Sponsors: The 2010-11 Program Year is the base year of a new renewal cycle for center sponsors. Consequently, a center sponsor must complete the Agency Application and Certifications, Management Plan, Center Sponsor Budget Detail, Board of Directors/Owners List (private nonprofit or private for-profit only), and Civil Rights Information in the CNIPS.
- Independent Centers: The 2010-11 Program Year is Update Year One of the renewal cycle for independent centers. An independent center need only complete the Agency Application and Certifications in the CNIPS. In addition, the NSD will ask independent centers to complete the Board of Directors/Owners List (private nonprofit and private for-profit agencies only) and Civil Rights Information in the CNIPS. Both forms will rollover in subsequent years and may be modified by an agency as appropriate.
- Day Care Home (DCH) Sponsors: The 2010-11 Program Year is Update Year Two of the renewal cycle for DCH sponsors. Consequently, sponsors must complete the DCH Sponsor Application and the DCH Budget Detail in the CNIPS. In addition, the NSD will ask sponsors to complete the DCH Board of Directors and DCH Civil Rights Information in the CNIPS. Both forms will rollover in subsequent years and may be modified by an agency as appropriate. Sponsors will also need to submit the necessary documentation for the administrative budget and any changes to the existing management plan at this time.
Note: A future IA will provide instructions for completing the necessary forms in the CNIPS. The NSD will also have CNIPS Webinar trainings in August and September 2010.
What if an agency changes its name, address, or both?
We ask that the agency provide the appropriate documentation to substantiate such a change. If the agency is private, nonprofit or private, for-profit, the agency must submit documentation from the Internal Revenue Service that acknowledges the change. If the agency is public, the agency must provide a letter from an appropriate official stating the name or address change.
What if an agency changes its authorized representative, phone number, fax number, or e-mail address?
If an agency changes its authorized representative, phone number, fax number, or e-mail address, we ask that the agency inform us of the change via letter or e-mail.
What if a for-profit agency changes ownership?
If a for-profit agency changes ownership, the agency’s CACFP agreement is no longer valid. The new owners must complete a program application in order to participate in the CACFP.
