This Management Bulletin notifies Commodity Supplemental Food Program (CSFP) local agencies that on June 3, 2011, the U.S. Department of Agriculture (USDA) issued a revised version of the USDA Foods Program Disaster Manual. The manual is available at the USDA Disaster Assistance Web page at

The USDA Foods Program Disaster Manual has added useful tools for agencies about disaster preparation. Specifically, Part II: PREPARING FOR A PRESIDENTIALLY DECLARED DISASTER, EMERGENCY, OR SITUATION OF DISTRESS. This section includes sourcing and identifying non-government organizations (NGOs) and faith-based organizations that can be established ahead of time as authorized congregate feeding sites. Partnering ahead of time with NGOs and faith-based organizations can facilitate response time to assist the people if and when a disaster occurs.

Please share this information with your agency management and business officials, as appropriate. If you have any questions please contact Irene Boubalos, CSFP Coordinator, by phone at 916-323-7181 or by e-mail at
