Subject: Using Metropolitan Statistical Area Data for Determining Rural Administrative Reimbursements

This Management Bulletin forwards information from the United States Department of Agriculture (USDA) regarding the Office of Management and Budget's (OMB) recalculation of the Metropolitan Statistical Areas (MSA). The results of the MSA recalculation may affect Summer Food Service Program (SFSP) sponsors' administrative reimbursement.

The attached USDA memo Summer Food Service Program: Using Metropolitan Statistical Area Data for Determining Rural Administrative Reimbursements includes the OMB's Internet address for obtaining the MSA results. Sponsors that do not have Internet access on their computers may be able to utilize the local library's computer to gain access.

Beginning with federal fiscal year 2004-05, sponsors must verify whether the MSA recalculation will cause them to use a different administrative reimbursement rate to develop their proposed budget and claim costs associated with the administration of the SFSP. Sponsors affected by the MSA recalculation will receive a new agreement number that will be assigned during the application approval process. The new agreement number must be used for all future correspondences and claims for reimbursement. Please share this information with appropriate staff.
