This Management Bulletin (MB) supersedes Information Alert USDA-SFSP-06-2008: Summer Food Service Program (SFSP) Outreach Requirement Clarification, issued in October 2008. This MB provides information regarding outreach and media release requirements.
The SFSP Outreach Requirement Clarification MB required sponsors of “Open” sites to post a large banner during the meal service to inform the community at large that free meals are available to children. The MB did not provide guidance for outreach activities of “Closed-enrolled” or “Camp” sites.
Current Outreach Requirement
Sponsors that have “Open” and “Closed-enrolled” sites in needy areas must provide a statement to media outlets such as newspapers, television and radio stations, and city government Web sites. The media release must be sent through media outlets that service the area where the SFSP site is located.
Sponsors of “Open” sites (not “Closed-enrolled”) are also strongly encouraged to:
- Display banners and distribute flyers to announce the meal service to the surrounding community
- Provide training to site staff and volunteers so they understand that community children have equal access to the meal service and program activities, if applicable
- Work with other local organizations and schools to publicize meal service sites
The U.S. Department of Agriculture (USDA) Food and Nutrition Service provides an SFSP Outreach Toolkit to assist sponsors with their outreach activities. Sponsors may download the toolkit from the USDA SFSP Outreach Web page at http://www.fns.usda.gov/sfsp/summer-meals-toolkit.
Sponsors that have “Camp” and “Closed-enrolled” sites in non-needy areas must annually announce to “all participants” the availability of free meals for eligible children. Sponsors may meet this requirement by including SFSP information in their enrollment packets or other program material that is distributed to all participants.
Purpose of Outreach Information
The purpose of providing a media release is to announce the availability of free meals, the nondiscrimination policy, and complaint procedures if an individual wishes to file a complaint for violation of non-discrimination policy.
Required information that must be included in outreach and media releases may be found in the Title 7, Code of Federal Regulations, Section 225.15(e) and the USDA SFSP 2012 Administrative Guidance for Sponsors.
