This Management Bulletin (MB) provides information regarding the United States Department of Agriculture’s (USDA) increase of the small purchase threshold from $10,000 to $100,000 for public and private nonprofit Summer Food Service Program (SFSP) sponsors. Specifically, if the aggregate value of all meals purchased by a sponsor is less than $100,000 or the sponsor is purchasing meals from a school district or another SFSP sponsor, the formal bid process is no longer required.
In time, the USDA will revise the program regulations to incorporate the appropriate references to the small purchase threshold contained in Title 7, Code of Federal Regulations, Part 3016.36 and in the United States Code. For now, USDA Memo SFSP 08-2008 provides the necessary authority.
