This Management Bulletin (MB) provides information regarding Section 39 of Assembly Bill (AB) 1754 (Chapter 227), which authorizes districts for the 2003-04 fiscal year to access up to 100 percent of the June 30, 2003, ending balances from general and cafeteria funds to meet other district financial obligations.
Please refer to the attached November 2003 letter from the California Department of Education, School Fiscal Services Division, for guidance regarding 2003-04 budget reductions and flexibility provisions within AB 1754.
