This Management Bulletin (MB) notifies public schools and county offices of education that the 2012 California state procurement threshold is $81,000. More information is available on the California Department of Education Bid Threshold Adjustment Letter Web page at http://www.cde.ca.gov/fg/ac/co/bidthreshold2011.asp (Note: the preceding Web address is no longer valid).
While federal regulations governing the school nutrition programs set the procurement threshold at $100,000, public schools and county offices of education must follow the state threshold of $81,000.
All purchases funded from revenues generated by school food services are subject to competitive bidding, including (but not limited to):
- Equipment, materials, food, and supplies to be furnished, sold, or leased to the district
- Perishable food items
- Food service management and consulting services and vended meal contracts
- Repairs, including maintenance as defined in California Public Contract Code (PCC) Section 20115, that are not public projects as defined in PCC Section 22002(c)
