This Management Bulletin (MB) notifies school district governing boards and county offices of education that the California state procurement threshold for 2014 is $84,100. The Bid Threshold Adjustment Letter can be viewed on the California Department of Education Correspondence Web page at http://www.cde.ca.gov/fg/ac/co/bidthreshold2014.asp.
While federal regulations governing the school nutrition programs set the procurement threshold at $150,000, school district governing boards and county offices of education must use the procurement threshold set by the State of California.
All purchases funded from revenues generated by school food services are subject to competitive bidding including, but not limited to:
- Equipment, materials, food, and supplies to be furnished, sold, or leased to the district
- Perishable food items
- Food service management and consulting services
- Vended meal contracts
- Repairs, including maintenance as defined in California Public Contract Code (PCC) Section 20115, that are not public projects as defined in PCC Section 22002(c)
The referenced PCC regulations are available through the California Legislative Information Web page at http://leginfo.legislature.ca.gov/faces/codes_displayText.xhtml?lawCode=PCC&division=2.&title=&part=3.&chapter=1.&article=3.
Beginning with the 2015 calendar year, the annual California bid threshold adjustments will be posted to the CDE Procurement Web page at http://www.cde.ca.gov/ls/nu/sn/.
