This Management Bulletin (MB) provides School Nutrition Program (SNP) sponsors the 2012–13 Income Eligibility Guidelines (IEGs) for the National School Lunch Program, School Breakfast Program, Special Milk Program, and State Meal Program; and provides information regarding the requirements for calculating household income(s). The IEG scale is effective July 1, 2012, through June 30, 2013, and is located at the California Department of Education Rates, Eligibility Scales, and Funding Web page at Hard copy formats are available at the SNP Eligibility Materials Web page at

Calculation Methods

When a household submits a Free and Reduced-Price Meal Application providing income sources with more than one frequency (for example, one household member receives income once a month and another household member receives income every two weeks) the SNP sponsor must annualize all income by multiplying:

  • Weekly income by 52
  • Bi-weekly income (received every two weeks) by 26
  • Semi-monthly income (received twice a month) by 24
  • Monthly income by 12

Note: Sponsors may not round the values resulting from each conversion, but add all of the un-rounded converted values and compose the un-rounded total to the appropriate IEG for annual income for the household size.
