Executive Summary

This report is required by Item Number 6110-001-0890 of the 2013–14 California State Budget Act. It details requirements of the Elementary and Secondary Education Act of 2001 (ESEA) with respect to preparing, training, recruiting, and retaining highly qualified teachers and principals.

The Compliance Monitoring, Interventions, and Sanctions (CMIS) Program was developed by the California Department of Education (CDE) and authorized by the California State Legislature in 2007 to monitor the status and equitable distribution of teachers in local educational agencies with respect to ESEA compliance with Highly Qualified Teachers.

This report provides the required data requested via the California State Budget Language.
