Report to the Legislature, the Legislative Analyst’s Office, and the Department of Finance: Elementary and Secondary Education Act of 2001, Title II, Preparing, Training, and Recruiting Highly Qualified Teachers and Principals
Executive Summary
This report is required by Item Number 6110-001-0890 of the 2012–13 California State Budget Act. This is the fourth annual report to the Legislature. It details requirements of the Elementary and Secondary Education (ESEA) Act of 2001 with respect to preparing, training, recruiting, and retaining highly qualified teachers (HQT) and principals.
The Compliance, Monitoring, Interventions, and Sanctions (CMIS) Program was developed by the California Department of Education (CDE) and authorized by the California State Legislature in 2007 to monitor the status and equitable distribution of teachers in local educational agencies (LEAs) with respect to ESEA compliance with HQT. The report highlights work that CDE staff has conducted in regards to the CMIS program over the past year.
This report provides the required data that was requested via the California Budget Language.
