O'Connell Announces Title I Achieving Schools

SACRAMENTO — State Superintendent of Public Instruction Jack O'Connell today announced 115 California public elementary and middle schools have been selected to receive the 2003 No Child Left Behind (NCLB) Title I Achieving Schools Award.

Among the Achieving Schools, two elementary schools have been nominated to receive national awards. Camellia Elementary in the Sacramento City Unified School District, Sacramento County, has been nominated to receive the national award for achieving the highest score in reading and mathematics of all eligible Title I schools. Pio Pico Elementary School in the El Rancho Unified School District, Los Angeles County, has been nominated to receive a national award for making the most progress in closing the achievement gap among all groups in the school.

"Congratulations to the Title I schools receiving this recognition," said O'Connell. "The administrators, teachers, parents, and students have demonstrated how dedication, hard work, and the commitment to a common goal can result in great gains for our schools and educational progress for our kids."

Title I, Part A federal funds are disbursed based on poverty with the purpose of ensuring that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic content standards.

Initiated in 1984, the Title I Achieving Schools Program honors high-poverty, high-achieving Title I schools. The criteria for the 2003 award include a 2002 school year Academic Performance Index (API) score of 675 or higher, a poverty indicator of at least 50 percent, achievement of the school's API growth targets in 2000, 2001, and 2002 school years, and double the API growth target for both the school-wide group and the socioeconomically disadvantaged sub-group for two of the previous three years.

Of the 4,936 California schools that receive No Child Left Behind Title I, Part A funds, 157 met this requirement and were provided an opportunity to apply for the Title I Achieving Schools Award. One hundred sixteen schools completed the application process; an additional school qualified to apply but is currently consolidated with another school.

Each applicant school underwent a rigorous review conducted by the Title I Policy and Partnerships Office in the Specialized Programs Division. California Department of Education (CDE) staff reviewed applications and visited 102 schools. School visits were completed by CDE, the Regional School Support and Improvement Centers, county offices of education, and selected school district staff members. Schools that were successful in the application review and had received the Title I Achieving Schools Award in the 2001-2002 school year will be awarded again this year without site visits.

The 115 schools will be formally recognized at the Title I Achieving Schools Conference to be held on May 12-14, 2003 at the Sheraton Hotel and Marina in San Diego. School district board members, administrators, teachers, and parents of both achieving and low-performing schools attend this conference. The focus of the conference is to spotlight outstanding schools and identify common elements contributing to academic achievement to facilitate replication at low performing schools. CDE staff is now developing the structure for the dissemination effort.

Conference Sponsors include: California Association of Administrators of State and Federal Programs and the California County Superintendents Education Services Association. Additional sponsors include the California Departments of Education, Corrections, and Youth Authority; National Association of Title I Directors; Title I Committee of Practitioners, California Comprehensive Centers: Southern California and Northern California at WestEd; San Diego County Office of Education; and the Statewide system of School Support.
