O'Connell Announces California Title I Achieving Schools
SACRAMENTO — State Superintendent of Public Instruction Jack O'Connell today announced that 214 elementary, middle, high, and charter schools have been selected to receive California's 2004 Title I Academic Achievement Award. The list of schools is attached.
"These remarkable schools have shown that great gains can be accomplished by having high expectations of our children, and by teaching to rigorous standards that emphasize math and reading," said O'Connell. "These schools, which often face the greatest challenges, should make everyone in the state of California proud of our investment in public education.
"While they clearly have more work to do, they are beating the odds everyday. They prove that the notion that all kids can learn is more than just a slogan, it is a reality in schools throughout California," he said.
Initiated in 1984, the Title I Academic Achievement Awards Program, authorized by the No Child Left Behind Act (NCLB) of 2001, honors high poverty, high achieving Title I schools. The criteria for the 2004 award include demographic and academic assessment factors. These factors require the poverty index at an eligible Title I school to equal at least 40 percent of all students enrolled, not just of those tested.
Each school must have two years of assessment data for school years 2001-02 and 2002-03 in the state accountability system for growth results to be calculated for the Academic Performance Index (API). The school must demonstrate the achievement level of twice the school wide API growth target and twice the API growth target for the socioeconomically disadvantaged subgroup for school years 2001-02 and 2002-03, and, must have made Adequate Yearly Progress (AYP) as calculated by the California Department of Education (CDE) and defined under NCLB for 2001-02 and 2002-03.
Elementary schools must have attained the median 2003 API growth score of 729. Middle schools must have a median 685 API growth score, and high schools a median 668 API growth score.
Of the more than 5,000 California schools that receive Title I, Part A funds, 283 schools met this requirement and were provided an opportunity to apply for the 2004 Title I Academic Achievement Award. Of the 214 that applied, all were accepted as 2004 award recipients.
Among the Academic Achieving Schools, two elementary schools have received national awards. The Evergreen Elementary School in the Evergreen Union Elementary School District located in Tehama County, and the Elysian Heights Elementary School in the Los Angeles Unified School District were awarded national recognition at a ceremony held February 9, 2004 in New Orleans during the National NCLB Title I Conference. The Evergreen Elementary School is recognized for achieving the highest score in reading and mathematics of all California Title I schools and for making the most progress toward closing the achievement gap among all groups in the school. The Elysian Heights Elementary School is recognized for attaining the highest growth rate of all Title I schools in the state.
Staff assigned to the CDE's Title I Policy and Partnerships Office in the School and District Accountability Division conducted a rigorous review of each application. County Departments of Education and selected school district administrators conducted on-site validation reviews for 31 applicants. These schools were chosen for visitation based on their academic scores. Eighty percent of these eligible schools with the highest API scores and those schools that will receive the award for at least a second consecutive time were not visited.
The 214 schools will be formally recognized at the 20th annual Title I Academic Achievement Awards Conference that begins today at the San Francisco Hyatt Regency Airport Hotel in Burlingame. School district board members, administrators, teachers, and parents from both Academic Achievement and schools designated as low-performing schools are attending the conference.
Conference sponsors include: California Association of Administrators of Federal and State Programs; the California County Superintendents Education Services Association; California Comprehensive Centers: Southern California and Northern California at West Ed; the California State PTA; California Departments of Education, Corrections, and Youth Authority; the National Association of Title I Directors; the Regional System of District and School Support; San Francisco Unified School District; the San Mateo County Office of Education, and Title I Committee of Practitioners. For the first time, the Conference has received a $1,000 gift from the California State PTA.
