Offices of Education, Launch Audit of Options for
Youth/Opportunities for Learning Charter Schools
SACRAMENTO — At the request of State Superintendent of Public Instruction Jack O'Connell, a collaborative effort to investigate the operations of the Options for Youth (OFY) and Opportunities for Learning (OFL) charter schools has been initiated by the California Department of Education (CDE) and the county offices of education in Los Angeles County, Orange County, Sacramento County, San Bernardino County and Siskiyou County — the counties in which 10 OFY/OFL schools are chartered.
O'Connell ordered the investigation and audit following a recommendation by the CDE and with the support of the State Board of Educations' Advisory Commission on Charter Schools.
"Protecting the instructional needs of students is our top priority," O'Connell said. "Working with the five county offices of education, this audit will review these OFY/OFL schools and their parent for-profit and nonprofit entities to make sure that public funds are being used in the best interest of public charter schools and the students they serve."
OFY/OFL operates 10 schools and more than 45 satellite sites. (See Attachment below.)
"After a thorough review of this organization as part of the charter commission's work, we are concerned about its business practices, and we believe it is prudent to have the California Department of Education launch this investigation," said Mark Kushner, Chairman of the Advisory Commission on Charter Schools and founder and CEO of Leadership Public Schools, a network of high-quality California charter high schools. "The vast majority of the state's charter schools are providing a high-quality education, and the state and charter school community is committed to holding accountable any organization that doesn't provide this level of service."
Los Angeles, Orange, Sacramento, San Bernardino, and Siskiyou county offices are contracting with the Fiscal Crisis and Management Assistant Team (FCMAT) to conduct the investigation pursuant to California Education Code Section 1241.5. FCMAT will be paid with funds allocated in the State Budget Act for such investigations.
The State Superintendent of Public Instruction and County Superintendents from the five counties participating in the audit will jointly issue the final audit report.
