California Department of Education Releases Data Corrections

District Program Improvement; Free and Reduced Price Meal Data Revised

SACRAMENTO — Due to a technical processing error, the California Department of Education (CDE) has revised the number of school districts identified for Program Improvement.

Based on a mistake made within CDE's Assessment and Accountability branch, some districts were erroneously informed on March 8 that they would be identified for Program Improvement. When the programming error was discovered the criteria for identification were correctly applied. Out of the 184 districts from that preliminary list, 49 have since been removed and 15 new districts were added. An official list of the 150 school districts identified for Program Improvement is attached below.

The State Board of Education formally adopted the criteria on March 9, 2005. The criteria provide for a complex analysis of test results by elementary, middle, and high school grade spans within a school district. The adoption of these criteria followed a lengthy negotiation between California officials and the U.S. Education Department over the question of how to identify Program Improvement districts in California. All affected districts and federal officials have been notified.

Please be aware that all districts identified for Program Improvement have the opportunity to appeal this identification for statistical or other substantive reasons.

CDE has also addressed a separate data issue related to the CalWORKS/Free or Reduced Price Meal data file, which was updated on February 1, 2005. The current data file includes corrections to errors identified in the previous version.

The CalWORKS/Free and Reduced Price Meal data file contains the number and percentage of students in California Work Opportunity and Responsibility to Kids (CalWORKS) California's welfare reform program and the number and percentage of students enrolled in the Free or Reduced Price Meal Program. The purpose of the data collection is to identify all economically disadvantaged children.

The data were publicly available from early November 2004 to February 1, 2005. CDE is aware that before those data were corrected they were used by the Education Trust — West (ETW) for an analysis in a report released on February 15, 2005 titled "California's Hidden Teacher Spending Gap." According to the ETW, the revised data do not change any of the major conclusions of its report. A revised version of the report based on the corrected data is available from the ETW and can be found at http://www.hiddengap.org (Outside Source).

Data files are routinely updated as more current and accurate information is provided to CDE. CDE continues to make every effort to ensure the accuracy of all downloadable files, and will provide the posting date for all available files.
