State Schools Chief Tom Torlakson Comments
on California's Parent Empowerment Law
SACRAMENTO—State Superintendent of Public Instruction Tom Torlakson issued the following statement on California's Parent Empowerment law:
"Parent involvement is essential to student achievement. It is important that Californians know that the state's Parent Empowerment law, which has been on the books since April 2010, has remained fully in effect and available for parents to use.
"Based on the California Department of Education's recommendation, the State Board of Education today extended the current emergency regulations while the permanent rulemaking process continues.
"At the direction of the State Board and myself, the Department has convened a diverse working group of experienced and skilled parents and educators to identify implementation issues. Today's extensive public testimony reflected satisfaction with the working group process and our efforts to craft regulations that are thorough, workable, and have as great a level of consensus as possible.
"The State Board's action brings us even closer to our goal of making this process clear, fair, and transparent and to producing regulations that follow the law."
