  The California Department of Education's guidance on pupil fees is contained in Fiscal Management Advisory 12-02, dated April 24, 2013, available at the link above. Questions should be addressed within local educational agencies. Beginning January 1, 2013, a parent can file a complaint relating to pupil fees with the principal of a school pursuant to the local educational agency's Uniform Complaint Procedures, and can appeal the local educational agency's decision to the CDE.
