BENEFITS ANTICIPATED FROM REGULATORY ACTION (GOV CODE 11346.5(a)(3)(C))
The Legislature determined that the nonmonetary benefits of the regulation to the health and welfare of California residents and to the State’s environment are that in the absence of a credentialed school nurse or other licensed nurse onsite at the school, it is in the best interest of the health and safety of children to allow trained school employees to administer an emergency antiseizure medication to pupils in public schools.
Evaluation of whether the proposed regulations are inconsistent or incompatible with existing state regulations

There are no existing state regulations that address the specific content addressed in these regulations.
The proposed regulations are consistent with, and compatible with, regulations that address similar or related content, including 5 CCR 600 et seq (relating generally to administration of medication to pupils in school), 5 CCR 3051.12(b) (relating to supervision of unlicensed volunteer school personnel to perform specialized physical health care services), and 16 CCR 1443.5 (relating to supervision by nurses of care being given by subordinates).
