English-Language Development Standards for California Public Schools
Adopted by the State Board of Education in 1999, the English-language development (ELD) standards address the English literacy skills, including phonemic awareness and decoding skills, that English learners (formerly called limited-English proficient [LEP] students) must acquire to enable them to become proficient in the English-language arts content standards. The publication clearly indicates the English-language arts substrand with which each ELD standard is associated.
