Every child deserves well-prepared and capable teachers and school administrators. This report seeks to achieve a coherent system of educator preparation based on standards and focused on teacher development. Recommendations are made for making teaching and school administration attractive careers, providing teachers and school leaders with the skills they need to improve student learning, and creating the conditions that allow teachers and school leaders to succeed.
