RE: Non-Compliant American Indian Education Centers
The American Indian Education Oversight Committee (AIEOC) met on March 16, 2012, and unanimously voted that I send you this advisory regarding the non-compliant Indian Education Centers and program accountability.
Background: The American Indian Education Centers (Centers) are funded from both Prop 98 and Non-Prop 98 funding. In 2007 the AIEOC’s oversight efforts included measures for the improved accountability of the Centers. In 2009 the funding went into Flexibility and the accountability measures were set aside. The AIEOC is concerned that a few of the Centers are not compliant with funding requirements, but are not required to submit reports under Flexibility. It is understood that programs will remain in Flexibility until Fiscal Year 2014–15 and that accountability measures will remain suspended.
There currently exits concern that with the upcoming funding cycle that non-compliant Centers will be eligible for funding.
Recommendation: The AIEOC advises the State Superintendent of Public Instruction of the current situation, and recommends that the accountability measures be reinstated for the Centers.
