Status Report on Implementation of County Centralized Eligibility Lists (CEL) - 2009
Executive Summary
The 2008-09 Budget, Item 6110-196-0001, Provision 12(a), Chapter 12, Statutes of 2009 (Senate BillX3 4, Ducheny)
requires the California Department of Education (CDE) to provide a status report on the implementation of Centralized Eligibility Lists (CELs) in each county that includes, but is not limited to, the cost of implementation and operation, and the number of children and families on the list for each county.
In accordance with the Budget Act of 2009, this report:
- Describes implementation activities for Fiscal Year 2008-09
- Provides data on the number of families and children waiting for subsidized care in each county
- Provides county expenditure data
In addition, this report emphasizes the critical need for additional resources to support state administration and provide local assistance. Funding is necessary to support the development of regulations and to provide the level of technical assistance necessary to promote program quality. Additional local assistance funding is needed in order to support essential CEL functions, such as reviewing CEL applications and updating data on a regular basis.
