Purpose

The purpose of this Management Bulletin (MB) is to transmit the CD 9608B Annual Summary of Eleven- and Twelve-Year-Old Children in Child Development Division Child Care Programs (created June 2006). This form has been developed as a tool for contractors to report to the Child Development Division (CDD) the amount of funds not spent on eleven- and twelve-year- old children because the children transferred from CDD-contracted child care programs to a before or after school program for all or part of their child care needs. Additionally, the CDD is collecting information regarding the number of eleven- and twelve-year-old children and the reasons for remaining in a CDD subsidized child care program.

This MB provides information to child development contractors regarding the reporting requirements and instructions for completing the CD 9608B. The CD 9608B is due to the CDD August 20, 2006. 

The instructions provided in this MB do not affect State Preschool or State Preschool Full-Day programs.

Background

The CDD issued MB 06-03 in March 2006, which provided an update to changes in law affecting child care and development programs providing services to eleven- and twelve-year-old children. MB 06-03 provided the background for the new law, the definition of before and after school programs, and specific program requirements for contractors for implementing the new changes in law.

CDD contractors were instructed to identify and notify families of ten-, eleven-, and twelve-year-old children receiving child care services of the changes in the law and provide families with the CD 9608, Notification and Certification for Eleven- and Twelve-Year-Old Children (revised August 2005). 

CDD contractors were required to inform families that the new law allowed for child care services only for the portion of care needed when a before or after school program was not available. If eleven- and twelve-year-old children remained in a subsidized child care program for all or part of their child care needs, families were required to complete, sign, and date the CD 9608, identifying the specific reason that the before or after school program would not meet all or part of the family child care needs. Contractors were required to maintain the CD 9608 as part of the family data file.

CDD Data Collection Using the CD 9608B Summary

Education Code (EC) Section 8263.4(g) requires the CDD to report annually to the Legislature the dollar amount of funds not spent on eleven- and twelve-year-old children in CDD-contracted child care because they transferred to a before or after program for all or part of their child care needs. 

To comply with EC requirements, the CDD is providing the CD 9608B Summary Report (in Word and Excel formats) to child development contractors for completion and submittal. The CD 9608B Summary Report collects agency information, the number of eleven- and twelve-year-old children served or transferred, the reasons for remaining in a CDD-contracted child development program, and the total estimated savings. The CDD recommends that contractors complete the Excel form. It can be accessed at the link at the bottom of the page. Instructions For Completing the CD 9608B or CD 9608Bx
Section I:  Agency Information

Identify the legal name of the agency, the agency vendor number, agency contact name, and telephone number.

Section II:  Number of Eleven- and Twelve-Year-Old Children

Identify the number of eleven- and twelve-year-old children in all subsidized child care programs administered by the CDD contractor, and the number of children that either:

  • Did not transfer to before or after school programs; or
  • Transferred to before or after school programs for part or all of their daily family child care needs.
Section III:  Reasons for Remaining in a Subsidized Child Development Program

Identify the number of children by the reasons that eleven- and twelve-year-old children remained for part or all of the day in CDD-contracted child care.

Section IV:  Estimated Cost Savings Calculations

The total estimated savings are the amount of contract funds identified by child development contractors that would have been spent for eleven- and twelve-year-old children who transferred from CDD-contracted child care, for all or part of the family’s child care needs, to attend a before or after school program. Contractors will need to identify the total number of eleven- and twelve-year-old children who have left their contracted child care programs for all or part of their child care needs.

For each child who transferred from a CDD-contracted child care program to a before or after school program, contractors will need to determine the monthly amount not paid to a provider or the monthly amount not earned through child days of enrollment.

This monthly amount is then multiplied by the number of months remaining in the fiscal year to determine the estimated year-end savings. Please see attached form for a sample worksheet.

Contracts will not be reduced as a result of families moving their eleven- or twelve-year-old children from a CDD-contracted child care program. Contractors are expected to fill vacancies as they occur, and all agencies should fully earn their contracts.
