Purpose
The purpose of this Management Bulletin (MB) is to rescind MB 07-14 and to transmit an updated income ranking table, corresponding with the updated income eligibility ceilings in MB 11-06.
Background
California Education Code (EC) Section 8263(b) sets priorities for subsidized child care and development services and authorized the use of the income ranking table to enroll income eligible families.
Senate Bill (SB) 70, Chapter 7, Statutes of 2011, amended EC Section 8263.1(b) to reduce the income ceilings to 70 percent of the State Median Income (SMI) that have been in use since Fiscal Year 2007–08, adjusted for family size. This change is effective July 1, 2011. Management Bulletin 11-06 provided the updated income ceilings in accordance with SB 70.
Policy
Child care and development contractors must use the attached Income Ranking Table (DOC) when enrolling income eligible children pursuant to EC Section 8263(b)(2) and disenrollng eligible children pursuant to EC Section 8263.2(b).
The income ranking table has been updated to reflect the new income eligibility ceilings released in MB 11-06. The table displays family sizes across the top, the income ceilings for each rank up to 70 percent of SMI and the ranks in the left hand column. All families within a rank have the same priority.
