The purpose of Management Bulletin (MB) 11-19 is to transmit two sample parent notification letters which may be used by Centralized Eligibility List (CEL) Administrators when notifying families in accordance with MB 11-15.
In May 2011, the California Department of Education (CDE), Child Development Division (CDD) posted MB 11-15 that required by June 15, 2011:
- CEL Administrators notify all families currently enrolled on the CEL that the state-mandated countywide CEL will cease to operate as of July 1, 2011.
- Counties that elect to continue operating a CEL with alternative funding on a voluntary basis must notify families of this plan.
CEL Administrators are encouraged to use the following sample parent notification letters attached when notifying families:
- Letter to Families from Counties with No Locally-Funded CEL (Attachment A) (DOC) provides a sample letter to families from counties that will cease to operate a CEL effective, July 1, 2011.
- Letter to Families from Counties with a Locally-Funded CEL (Attachment B) (DOC) provides a sample letter to families from counties that will be operating a CEL with alternative funding on a voluntary basis commencing July 1, 2011.
Both samples would require the CEL Administrator to insert local information (e.g., county name, agency name, contact information) prior to using these documents.
We would also encourage, if time and resources permit, the letter to be personally addressed to each family.
