Attention: All CalWORKs Stage 3 Child Care Program Executive Directors and Program Administrators
Purpose
The purpose of this Management Bulletin (MB) is to provide additional instructions to CalWORKs Stage 3 child care and development contractors on the process for reporting the number of families and children re-enrolled into the CalWORKs Stage 3 child care program pursuant to MB 11-24.
Background
MB 11-24 instructed CalWORKs contractors to notify otherwise eligible Stage 3 families not enrolled in Stage 3, of their final opportunity to enroll in Stage 3. It directed contractors on the process to re-enroll these families and children. It also required Stage 3 contractors to report the number of families and children re-enrolled as a result of this process.
Policy
This communication serves to clarify five (5) components of the reporting requirements specified in MB 11-24. Contractors must report to the California Department of Education, as follows:

Data Due Dates
Data is due to Gretchen Williams at gwilliams@cde.ca.gov by the first of each month beginning September 1, 2011, and ending January 1, 2012, pursuant to MB 11-24.

Multiple Counties
If an agency serves families and children in more than one county, please separate each county’s count and report in separate line items. Agencies serving families in multiple counties should indicate all counties served in the “County(ies) of Services (list all, if more than one, for the impacted family/child(ren))” field.
- For example, an agency (ABC School) screened/enrolled 200 children, 50 percent from Yolo County, and 50 percent from Sacramento County. ABC School would report the 100 children from Yolo County on one line and the 100 children from Sacramento County on a second line.
Screenings and Re-enrollments
Both screenings and re-enrollments should be reported in the month they occur. Do not duplicate reporting screenings or re-enrollments when they occur in different months.
- For example, an agency screened a family on August 28, 2011, and subsequently re-enrolled the same family on September 6, 2011. The agency would count this family in the “Number of Screenings” for August (due September 1), and under “Number of Families Re-enrolled” and “Number of Children Re-enrolled for September (due October 1).
Report Month
Agencies no longer need to identify the “Report Month” as required in MB 11-24.
