Purpose
The purpose of this Management Bulletin (MB) is to provide instructions to part-day California State Preschool Programs (CSPP) contractors on reporting the impact of the new requirement to assess and collect family fees from families enrolled and receiving part-day services for the 2012–13 program year.
Authority
Senate Bill 1016 added California Education Code (EC) Section 8239(e) requiring contracting agencies to assess and collect family fees for families receiving part-day CSPP services.
Background
CSPP contractors were provided instructions (MB 12-06) on the process for assessing and collecting family fees. CSPP contractors that had enrolled children before the start of the program year as allowed by EC Section 2835(d) were required to send out a Notice of Action (NOA) advising affected parents of the family fee requirements.
The Child Development Division (CDD) is requesting data to measure the impact this new requirement has on CSPP part-day enrollment. The CDD is interested in collecting data to determine how many families who are being charged a family fee opt out of the CSPP program or seek to limit the number of days per week their child would attend in order to minimize the family fee or if some families may choose not to apply for services because of the family fee. To better inform the Governor, Legislature, and Stakeholders of the impact of this policy, it is important to know how this change has affected families and children.
Directive
In order for the CDD to assess and evaluate the full impact of the introduction of family fees to part-day CSPP, the CDD is requesting that contractors complete and submit the attached reporting document (Attachment A) (XLS).
Using the reporting document, all CSPP contractors should report to the CDE, as instructed below.
- Column A. Name of contracted agency
- Column B. Counties where services are provided
- Using the drop down menu, please report separately for each county where services are provided

- Column C. Number of children enrolled in the program during the reporting period
- Column D. Number of children who withdrew from CSPP part-day services after being assessed a family fee during the reporting period (pursuant to MB 12-06)
- Example: A family has children already receiving services in the part-day CSPP program. Upon learning they will now be required to pay a fee for the services, the family withdraws their children from the program entirely

- Column E. Number of children that did not apply for enrollment after hearing about the family fees during the reporting period (pursuant to MB 12-06)
- Example 1: A situation where a parent, upon learning they now needed to pay a fee, did not apply for enrollment
- Example 2: Agency’s staff contacts a parent from the waiting list and upon learning they now needed to pay a fee, parent did not apply for enrollment
- Column F. Number of families who requested a reduction in the schedule of days for their children after hearing about the family fees during the reporting period (pursuant to MB 12-06)
- Example: A situation where a parent, upon learning they now needed to pay a fee, requested his/her child to attend fewer days each week
It might be necessary to revise your waiting list/enrollment data collection and retention practices to collect this data, including data on families who initially seek enrollment but drop out before starting enrollment certification process due to the new fees.
