Attention: All Executive Officers and Program Directors of California State Preschool Programs

Purpose

The purpose of this Management Bulletin (MB) is to advise California State Preschool Program (CSPP) contractors about revised requirements for reporting family fees collected.

Background

Senate Bill 1016 (Chapter 38, Statutes of 2012) added California Education Code (EC),  Section 8239(e) and amended EC, Section 8263(h) to require agencies to assess family fees for families enrolled in part-day CSPP.

Assembly Bill 86 (Chapter 48, Statutes of 2013) added EC Section 8239(f) to require the State Superintendent of Public Instruction to annually report the fees collected from families receiving CSPP services. The report must distinguish between fees collected for part-day and full-day CSPP services.
Policy

Effective July 1, 2013, contractors will be required to report fees collected from families enrolled in part-day CSPP separate from all other family fees collected for CSPP services.

Directive

Contractors must continue to assess and collect fees from families of children enrolled in part-day CSPP as directed in MB 12-06.

When reporting family fees collected, contractors must use newly revised CDE forms as follows:

  1. Attendance and Fiscal Report for California State Preschool—CDFS 8501 (June 2013) (DOC)

CSPP contractors currently using the above referenced form for reporting purposes should use page three of this form to report family fees in Section III—REVENUE, as follows:

Please note that part-day and all other family fees collected for non-certified children for CSPP services will continue to be reported together on page three in Section III—REVENUE, as Unrestricted Income. In addition, no changes were made to pages one and two of the CDFS 8501 (DOC) and CDFS 9500 (DOC) forms.
