Purpose

This Management Bulletin (MB) informs contractors of California Department of Education (CDE), Early Education and Support Division (EESD) programs of the requirements and instructions for submitting the Program Self-Evaluation (PSE) due on June 1, 2017. This MB rescinds and replaces MB 16-03.

Authority

The PSE requirements are described in the California Code of Regulations, Title 5 (5 CCR), sections 18270.5, 18272, 18279, 18280, and 18281.

Directive

All CDE, EESD program contractors including California Alternative Payment Program (CAPP), California Migrant Alternative Payment (CMAP), California Resource and Referral Program (CRRP), CalWORKs Stage 2 (C2AP), CalWORKs Stage 3 (C3AP), General Migrant Child Care (CMIG), California Family Child Care Home Education Networks (CFCC), California Severely Handicapped (CHAN), California Center-based Child Care (CCTR), and California State Preschool Program (CSPP) are required to complete and submit the PSE for Fiscal Year (FY) 2016–17.

Section 18279 of 5 CCR requires contractors to develop an annual plan for their PSE process. The annual plan must include a self-evaluation based on the use of the Program Instrument, Desired Results Parent Survey and—for center-based programs, including Family Child Care Home Education Networks—Desired Results Developmental Profiles, and Environment Rating Scales.

Contractors are required to analyze findings from the self-evaluation and develop both a written list of tasks to modify the program for all areas needing improvement and procedures for ongoing monitoring to assure that areas that are satisfactory continue to meet standards.

Contractors are required to submit a summary of findings of the PSE to the CDE by Thursday, June 1, 2017. Forms EESD 4000A and EESD 4000B are provided for use in fulfilling the submission requirement for the PSE.

Instructions for completing Forms EESD 4000A and EESD 4000B, as well as the Frequently Asked Questions are located on the CDE Program Self-Evaluation Web page at http://www.cde.ca.gov/sp/cd/ci/pseforms.asp.

Submission and Record Retention Requirements

Contractors are to submit only forms EESD 4000A and 4000B to the EESD on or before Thursday, June 1, 2017, at 5 p.m. All other required documentation completed as part of the PSE must be available for review upon request. 

Contractors may submit the PSE electronically to FY1617PSE@cde.ca.gov. If the PSE cannot be submitted electronically, a hard copy can be mailed to the address below.
