Clarification on CDD-801A Reporting for families who have been determined eligible for enrollment into the CalWORKs Stage 3 program as noted in Management Bulletin 11-04.
Recently, the Child Development Division (CDD) issued Management Bulletin 11-04, which provided guidance to Central Eligibility List (CEL) Administrators and CalWORKs Stage 2/Stage 3 contractors on the process of contacting and enrolling families in Stage 3 who met the criteria noted in that management bulletin.
Once the contractor receives acceptable attendance records from a family's provider and has determined what months they are able to reimburse that provider for in relation to the family's services, report these families in the Stage 3 program in the report months where their providers have been approved for reimbursable services. As the families who are being enrolled pursuant to this MB have previously received services from the contractor, when reporting these families on the CDD-801A monthly report the Family Start Dates and Child Start Dates for these families remain the same. However, the Services Date, which is the date the child began receiving services with a specific provider, in specific setting (licensed center, license-exempt outside child's home by relative, etc.), and subsidized by a specific program, to be reported for each of these families can be determined as follows:
- Families who were receiving services in the Stage 2 (C2AP) program from the Stage 2/Stage 3 contractor in December 2010 and are now being enrolled in the Stage 3 program should be reported with the Services Date reflecting the earliest date (but no earlier than January 1, 2011) the provider was determined eligible for reimbursement under the Stage 3 program.
- Families who previously received services in the Stage 3 (C3AP) program from the Stage 2/Stage 3 contractor in December 2010 and are now being re-enrolled in the Stage 3 program should be reported with no change in the Services Date as long as the family is with the same provider. However, if a family has a new provider, the Services Date for the family services should reflect the earliest date (but no earlier than January 1, 2011) the provider was determined eligible for reimbursement under the Stage 3 program.
Note that this reporting clarification only affects the CDD-801A monthly reports and does not change in any way the instructions provided under Management Bulletin 11-04.
