MEETING AGENDA

1. Welcome, Introductions, and Review Agenda - Camille Maben, Facilitator

2. Public Discussion - This agenda item is included for the purpose of giving anyone in attendance an opportunity to ask questions or discuss non-agenda items with members of the Advisory Committee. There will be a three-minute time limit per person.

3. Comments from Co-Chair - Gavin Payne and Anne McKinney

4. Comments from Advisory Committee Members - This item includes general comments and reports on presentations by Advisory Committee members.

5. Action Items - Action items include a presentation by Advisory Committee members, expert consultants, or staff; questions from the Advisory Committee, public input, closing of public input, and deliberation and voting by the Advisory Committee. During public input, there will be a three-minute time limit per person.

  1. Approve elements in California’s Quality Rating Improvement Structure Request to approve refined elements in California’s Quality Rating Structure. Elements to be discussed include: Family Engagement, Teaching and Learning which includes Environment Rating Scales, Program Leadership, Ratios and Group Size. Options presented by Dennis Vicars, Design Ideas for Licensing, Quality Rating, and Improvement Systems Subcommittee Chair, and Celia Ayala, Family Involvement and Stakeholder Engagement and Outreach Subcommittee Chair.

6. Information and Reports: Each information item or report will allow time for public input. During public input, there will be a three-minute time limit per person.

  1. Early Learning Advisory Committee (ELAC) Update - Review transition plans for ELAC that build on the work and deliverables of CAEL QIS. Discussion will include the ELAC federal grant application process, and connections to Race to the Top, Early Learning Challenge Grants, and proposed First 5 Signature Programs. (Camille Maben)
  1. First 5 Signature Programs: Kris Perry will present proposed First Five Signature Programs.
  1. CAEL QIS Information Gathering: Discussion on several different methods to gather information and collect data to inform decisions regarding the Quality Rating and Improvement Structure.
    Presented by Lynn Karoly and Gail Zellman, RAND.
  1. California’s Infant – Toddler Early Learning Needs Assessment: Overview of research project prepared by the American Institutes for Research (AIR) on California’s Infant-Toddler Programs, including supply/demand information and future data/research needs. – Susan Muenchow, AIR
  1. Steering and Subcommittee Chair Updates – Subcommittee Chairs update Advisory Committee Members on recent subcommittee meetings and activities. (Camille Maben and Subcommittee Chairs).

7. Pending Agenda -This item gives Advisory Committee members the opportunity to discuss future agenda items.
