California Head Start-State Collaboration Office (CHSSCO)
Strategic Plan July 1, 2007–June 30, 2012
The Work Plan was originally developed based on the recommendations of the CHSSCO Advisory Committee at its March 26, 2007, meeting. Additional tasks and other changes were made at subsequent meetings in 2008, 2009, 2010 and February 28, 2011. The changes made based on the results of the February 2011 advisory committee meeting are shown in italics. The plan reflects tasks by activity, indicates primary staff that will be involved, and targeted completion dates.

The California Head Start Association (CHSA) CHSSCO subcontracts a portion of the federal collaboration grant funding to the CHSA to assist with collaborative activities as indicated.
Desired Outcomes
- Improve and enhance coordination between state agencies and organizations and Head Start in areas such as licensing, monitoring and assessment, training, professional development, and full-day, full-year partnerships.
- Increase awareness and use by programs, state organizations, and systems, of best practices in the field of comprehensive early care and education in areas such as literacy, child development, family support, staff professional development, human resources and management systems.
- Reduce institutional barriers to comprehensive early care and education in California; monitor and respond to changes in other programs that may become barriers to collaboration.

- Continue collaboration with DHS & DPHS Early Childhood Comprehensive Services (ECCS) grant and other divisions to work with various State departments & First Five to identify best practices in early childhood screening and develop strategies to reduce duplication and enhance collaboration.

- Continue participation and facilitate grantee representation in the Head Start Dental Home Project partnership between the Office of Head Start and the American Academy of Pediatric Dentistry. Strategize continuation of initiative with state and federal staff and CHSA now that contract with AAPD has been cancelled by the Office of Head Start (March 2011).

- Explore future collaboration with Women; Infants and Toddler (WIC), particularly to update sample local Memorandum of Understanding between Head Start and WIC programs.

- Continue Head Start participation in Center on the Social & Emotional Foundations for Early Learning (CSEFEL) initiative. Train-the-Trainer events began April-May 2010 and continue through 2011.

- Research resources that grantees can access as they serve children with social/emotional issues that are not eligible for special education or other services, such as: non-public schools, regional centers, therapeutic preschools, proposition 63 (Mental Health Services Act), First Five, EPSDT, new CDD funded behavior specialist network. Possible Ad Hoc group to include Mike Fuller, Pamm Shaw, Pam Quiroz, Kay Wernert (begin when CSEFEL initiative is completed).

D. Expand and improve education opportunities in early childhood programs.

G. Improve opportunities for children with disabilities.

On a yearly basis, share resources via Collaboration Update, participate in training of the McKinney-Vento Act coordinators in new Head Start requirements to serve homeless children, dialogue with State McKinney-Vento Act coordinator.

- Explore licensing issues with DSS, Region IX, and grantees with homeless programs:
- Possible one license for children ages 0-5 to serve homeless children.
- Possible federal/state waivers (i.e. allow programs to serve over 20 children IF one or more are homeless).
- Continue dialogue with McKinney-Vento Act liaison and CHSA on best practices and acceptable models.
- Share information on homeless coordination with grantees (e.g. part of their State prekindergarten MOU requirements).
