Conceptual Funding Model

Notes: 

  1. Quality Rating Program
    1. Costs of QRS tool -- one-time or ongoing purchase cost
    2. Training QRS assessors, ongoing reliability testing of assessors
    3. Assessments -- assessors to do observations, scoring, review of scoring with providers.
    4. Review of other documents/standards (e.g., ratios, group size, parent engagement, etc.)
    5. Application processing, issuing ratings, record retention, etc.
    6. Technology costs:
      1. Data management system (inc. assessor hardware)
      2. Web site for public posting of ratings
    7. Public awareness campaign -- directed to parents; directed to providers
  2. Financial Incentives [possible items only]
    1. Incentives for programs (e.g., tiered reimbursement, refundable tax credits, grants for quality improvement)
    2. Incentives for teachers, directors, possibly other staff (e.g., tuition reimbursement, professional training bonuses, salary increases from tiered reimbursement, refundable tax credits)
    3. Incentives for training institutions -- possibly including community colleges, CSU, private  colleges, on-line colleges  (e.g., incentives to build programs, align courses, facilitate transfer of credits, etc.)
  3. Workforce and Professional Development
    1. Ongoing support for pre-service
    2. Professional development funding for centers to train their staff
    3. Training programs -- development and implementation costs (e.g., Frameworks, PITC, etc.)
  4. Technical Assistance for Program Improvement
    1. Targeted training for centers/FCCH proivers to increase quality and ratings -- specific to providers who have been assessed  (e.g., a quality improvement plan)
    2. General training for centers, FCCH providers, licence-exempt providers -- includes information on the QRIS program, quality services, licensing, etc.
  5. Other
    1. Evaluation -- Ongoing evaluation of the efficacy of the QRIS system.  Specific topics for evaluation would vary over time.
    2. Licensing system improvements
      1. Frequency of visits -- can include risk based frequency and minimum frequency.

    3. Facility development (e.g., grants, loans, technical assistance
