PURPOSE
The California State Advisory Council on Early Childhood Education and Care (ELAC) is the Governor's appointed council that will lead the development of a high quality, comprehensive system of early childhood education and care that ensures statewide coordination and collaboration among the wide array of early childhood programs and services in the State. California is eligible to receive $10.6 million in federal funds to help define the future policy direction for early learning in California. A federal application requesting the funds must be submitted to the U.S. Department of Health and Human Services by August 1, 2010, outlining California's plan for birth to five services. ELAC will be holding public hearings to receive public comment on the application. The testimony given will be forwarded and reviewed by the council members at the next ELAC meeting scheduled for July 13, 2010, at the Yolo County Office of Education.

HEARING AND TESTIMONY TIMEFRAMES
The public hearings will begin promptly at 2:00 p.m. and end at 7:00 p.m. Those wishing to testify will be asked to sign in and will be called forward. Individuals are not required to prearrange a specific time to present their comments. Oral comments will be accepted as individuals arrive. Some delays may occur if many individuals arrive at the same time; patience will be appreciated if delays occur.
We ask that you please bring one written copy of your testimony with you to the hearing.
HOW TO SUBMIT WRITTEN TESTIMONY
In addition to testimony at the public hearings, written testimony will be accepted, and may be submitted by mail or fax. All written comments must be received in the ELAC office by 5:00 p.m. on June 25, 2010.
