The Subcommittee met at the Tehama County Office of Education on Thursday, July 15, 2010, from 10:00 a.m. to 3 p.m. A regional videoconference site was facilitated at Los Angeles County Office of Education, in addition to video streaming. Introductions
Subcommittee Chair, Celia Ayala, welcomed participants and conducted introductions at the Tehama County Office of Education and the videoconference site at Los Angeles County Office of Education as well as those who participated via video streaming. Yolie Flores, Vice-Chair of the Family Involvement Subcommittee, has resigned from CAEL QIS. Celia praised Yolie’s contributions to the progress made by the Subcommittee and Advisory Committee. Advisory Committee member, Toby Boyd, was present and will take the responsibilities of Subcommittee Vice-Chair.
Overview
A progress report of the CAEL QIS process and the Family Involvement and Stakeholder Engagement and Advocacy Subcommittee was presented by Roberta Peck. The report included the Advisory Committee approved Family Involvement element of the Quality Rating Scale, the approved Policy Statements regarding family engagement, and highlights from the adopted White Paper on Family Involvement.
Update
A verbal report of the Parent Input Sessions coordinated by the California Resource and Referral Network was given by Carlise King, Research Analyst, Resource and Referral Network. A written report will be forthcoming.
Discuss next steps for the Communication Plan
The committee members reviewed the Communication Plan and discussed how to facilitate the implementation of an input plan and the creation of an information distribution system. They began to focus on the common and specific messages to be distributed to the early childhood education community, as well as to families and the public.
Subcommittee members felt we should begin with existing resources in the development of the outreach messages. These resources include documents created by CDD and through CDD contracts. Members advised that it is important that the roll-out message be limited to the target areas, especially during the pilot phase, and consider capacity to implement plans. A concern was expressed that we need to focus on KEYS to quality programs and KEYS to relationships rather than identifying assessed programs as STARS.

The Subcommittee meeting adjourned at 3:00 pm. The next meeting is scheduled for 9/16/10 at the Los Angeles County Office of Education with a videoconference site at the CDE – Nutrition Services Division Offices, 560 J Street, Sacramento.
