Brainstorming List of Possible Incentives

  1. Funds for release time for programs staff
  1. Allow CDE to allow funded agencies to use days for training (funding)
  2. Materials and equipment grants needed to move into a higher rating
  1. Funding to assist staff, especially limited English speaking, obtain units and degrees. Assist both staff person and college.
  1. Tax breaks for parents who select high quality programs
  2. Training assistance and coaching to help programs enter system
  3. Professional growth advisors to navigate higher education system
  4. Career advocates to assist people to build career path
  5. Tuition assistance up front, not reimbursed
  6. Increase funding for staff wages
  7. Facility improvement grants
  1. Grants for higher education to develop unit classes to meet goals of CAEL QIS system and collaborate with other agencies on delivery system.
  2. Tax breaks for private programs with a higher quality
  3. Tax breaks for employers who contribute money or sponsor higher quality child care programs
  4. Venues for providers to publicize high ratings
  5. Branding, a “Good Housekeeping” type logo for programs to use (with # of stars?)
  6. Increase in subsidy for rated programs, including direct contract and AP model providers
  7. Increase in funding to R&R
  8. Integration of CARES and CARES-like programs into CAEL QIS (stipends to teachers, maybe others)
  9. Direct contracted subsidized contractors must score “4” w/: one year, or contract put out to bid
  10. Tiered vouchers (AP model programs)
  11. List of professionals/experts for professional/experts training assistance
  12. Incentives (stipends) for individuals to attend training
  13. Health benefits, including life insurance and retirement benefits
  14. Director/owner/management training institute [business, CA chamber, to assist doing via tax cuts, other (incentives)
  15. “Learning Circle” concept, teaching staff, meet and share at a venue with time compensated
  16. Incentives for programs to offer non-traditional schedules, such as weekends, evenings and holidays
  17. Raise the standards for initial licensing
  18. Possible exemption form licensing visits for rated programs
