1. Welcome, Introductions, and Review Agenda - Camille Maben, Facilitator

2. Public Discussion – This agenda item is included for the purpose of giving anyone in attendance an opportunity to ask questions or discuss non-agenda items with members of the Advisory Committee. There will be a two-minute time limit per person.

3. Comments from Co-ChairsCamille Maben and Kathy Radtkey-Gaither

4. Comments by Advisory Committee Members - This item includes general comments and reports on presentations by Advisory Committee members.

5. Information and Reports - Each information item or report will allow time for public input. During public input, there will be a two-minute time limit per person.

  1. Child Care Licensing Update: The Committee requested an update on the status of California’s Child Care Licensing (Title 22) at the September 30 meeting. The information will be presented by Jeff Hiratsuka, Deputy Director, Department of Social Services, Child Care Licensing Division.
  2. CAEL QIS Final Report: The Committee will review and have an opportunity to discuss and provide input on the draft for the CAEL QIS Final Report. The draft includes the Executive Summary, Report, and Appendices. The report will be presented by Roberta Peck, CDE, and Susan Muenchow, AIR, co-authors.

6. Action Items: Action items include a presentation by Advisory Committee members, Expert Consultants, Subcommittee members, or staff; questions from the Advisory Committee, public input, closing of public input, deliberation and voting by the Advisory Committee. During public input, there will be a two-minute time limit per person.

  1. Finance and Incentives, including Funding Models Subcommittee: The Committee will review, discuss, and decide on recommendations provided in the Finance Subcommittee’s report that will be presented by Cliff Marcussen, Subcommittee Chair.
  1. CAEL QIS participation, including pilot and phase-in period, and oversight options: The Committee will review, discuss, and decide on recommendations on these topics based on the work of the Design Subcommittee and their previous deliberations.

7. Information and Reports - Each information item or report will allow time for public input. During public input, there will be a two-minute time limit per person.

  1. Overview of the CAEL QIS Communication Plan:  The Draft CAEL QIS Communication Plan was developed by the Family Involvement Subcommittee as part of their approved work plan and is one of the key outreach mechanisms for the phased implementation of QRIS. Presented by Celia Ayala, Chairperson for Family Involvement and Stakeholder Engagement and Advocacy Subcommittee.
  1. Update on ELAC (Early Learning Advisory Council) development of federal application and upcoming meetings.

8. Pending Agenda – This item gives Advisory Committee members the opportunity to discuss and recommend future agenda items.
