1. Welcome, Introductions, and Review Agenda - Camille Maben, Facilitator

2. Public Discussion – This agenda item is included for the purpose of giving anyone in attendance an opportunity to ask questions or discuss non-agenda items with members of the Advisory Committee. There will be a two-minute time limit per person.

3. Comments from Co-ChairsCamille Maben and Kathy Radtkey-Gaither

4. Comments by Advisory Committee Members - This item includes general comments and reports on presentations by Advisory Committee members.

5. Action Items - Action items include a presentation by Advisory Committee members, Expert Consultants, Subcommittee members, or staff; questions from the Advisory Committee, public input, closing of public input, deliberation and voting by the Advisory Committee. During public input, there will be a two-minute time limit per person.

  1. Vision Statement for California’s CAEL QIS Data System:
    The vision statement that was revised based on CAEL QIS Advisory Committee feedback on June 16 will be presented by Toby Boyd, Vice-Chair, Data for Program Improvement and Research Subcommittee.

6. Information and Reports: Each information item or report will allow time for public input. During public input, there will be a two-minute time limit per person.

  1. Finance and Incentives, including Funding Models Subcommittee: An overview of the Finance Subcommittee’s progress report will be provided by Cliff Marcussen, Subcommittee Chair, with information on the National Child Care Information Center QRIS Cost Estimation Tool provided by Abby Cohen, Region IX State Technical Assistance Specialist.
    Agenda items 6.2 and 6.3 will provide follow-up information on topic areas from the August 26, 2010 meeting.
  1. Discussion of scope for CAEL QIS participation, oversight, technical assistance, and phase-in period, including considerations for the initial development and evaluation design for the pilot projects. Discussion will include voluntary vs. required options, length of time for implementation and options for oversight. Reference: August 26, 2010 Agenda Item 5.2 Policy Statements for QRIS Technical Assistance, Sampling Parameters, Oversight, and Participation.
  1. Review research on ECE Professional Development and Workforce Subcommittee process: The Workforce Subcommittee members will provide research used as the basis for the Workforce and Professional Development System draft Policy Statements. In addition, the development process for Subcommittee work will be reviewed. Marcy Whitebook, UC Berkeley Center for the Study of the Child Care Workforce, and Florence Nelson, Zero to Three will be available as expert consultants. Reference: August 26, 2010 Agenda Item 5.1. Approve Staff Education, Experience, and Ongoing Professional Development for California’s Quality Rating and Improvement System.
  1. Discussion and opportunity to provide input on the proposed outline for the CAEL QIS Final Report and the 2010 CAEL QIS Timeline. This item will include an update on the CAEL QIS Public Hearings.
  1. Update on ELAC (Early Learning Advisory Council) development of federal application and upcoming meetings.

7. Pending AgendaThis item gives Advisory Committee members the opportunity to discuss and recommend future agenda items.
