The Steering Committee reviewed the second draft of the Interim Report Summary on November 23 and provided additional revisions.
The draft was condensed to a 10-page summary, as requested, and public comment was considered. Additional work is near completion on the Appendices (Process, Assessment and Analysis of State Infrastructure, Local Quality Improvement Models in California, QRIS in Other States, Design Options for Quality Elements, Data Systems for Program Improvement, Preliminary Work on Financial Model, and Timeline/Work plan). The underlined appendices are included in version 2 of the draft Interim Report.
While appreciating the progress made, the Steering Committee requested the following additional edits and revisions in the Interim Report Summary:
- Include information at the beginning of report that highlights SB 1629 as a collaborative effort involving the Governor, Superintendent of Public Instruction, and Legislators.
- Mention Early Learning Advisory Council sooner in the report, and address implications for the work ahead in the ‘Next Steps’ section.
- Provide more contexts on the need for a QRIS, including information about who our children are, and why we need the improvements and reforms possible through QRIS.
- Highlight diversity and scope of California’s early learning programs.
- Provide a clear, simple definition of quality early learning programs.
- Focus on systems level issues in report, such as family involvement and education, licensing, in-service and pre-service professional development, fiscal systems, and data systems. Include specifics on the challenges and strengths of individual programs in the Assessment and Analysis section of the Appendix.
- Workforce section needs to stress that, while important efforts are underway, more urgency is needed to address articulation and transfer.
- Insert decisions made at the December 2 meeting on the design of the quality elements
- Subcommittee Chairs will work directly with writer on edits to Subcommittee sections.
- Expand the section on Next Steps, including the CAEL QIS and ELAC work.
- Use terminology consistently throughout report. Separate ‘goals’ and ‘process.’
