Charter Submission Package and Deadlines for SBE Numbering
Listed below are the deadlines and required documents for submitting a Charter Submission Package in order to receive a charter number from the State Board of Education (SBE). A charter number must be assigned by the SBE before a County-District-School code can be issued.
E-mailed numbering requests will not be accepted. All items listed in the Charter Submission Package are to be postmarked by 5 p.m. on the due dates listed below:

All packages must include the following:
- Application for a Charter School Number [http://www.cde.ca.gov/sp/cs/re/documents/appforcsnum.doc] (DOC)
- Pursuant to California Education Code (EC) Section 47605(i), the petitioner shall provide written notice of approval of the petition by the governing board of the school district.
- One hard copy printed back to back of the full charter as approved by the authorizing LEA, any attachments or appendices, and a copy of the authorizer’s board meeting minutes of the public hearing and approving the charter school.
- One CD with an electronic copy of all above noted documentation.
Incomplete packages cannot be forwarded to the State Board of Education for numbering.
Confirmation
Approximately one week after the postmarked deadline, a confirmation e-mail will be sent to the contact provided on the Application for Charter School Number. Additionally, the SBE agenda is posted ten days prior to the meeting at the following location; Current and Past Agenda Items for the SBE [http://www.cde.ca.gov/be/ag/ag/]. The item for Numbering is typically at the end of the agenda with the Consent Items.
Additional Applications to be completed:
The following applications should be submitted prior to opening the school. Please note the County-District-School code cannot be assigned more than 12 months before opening and must contain an original signature of the authorizing district superintendent. These applications may be submitted to the contact indicated on the form.
- Application for a County-District-School (CDS) code with original signature of the authorizing Local Education Agency’s (LEA) superintendent. Form CDS-01 or Form CDS-02 Application for County-District-School (CDS) Code [http://www.cde.ca.gov/ds/si/ds/index.asp].
- Charter School Reporting Status Change Form [http://www.cde.ca.gov/ds/sp/cl/documents/statuschgformv5.doc] (DOC) Detailed information may be found on the California Longitudinal Pupil Achievement Data Systems (CALPADS) Charter Schools Web page [http://www.cde.ca.gov/ds/sp/cl/charterschools.asp].
- Pupil Estimates for New or Significantly Expanding Charters (PENSEC) report collects estimated average daily attendance (ADA) and other pupil counts. Charter schools that file a PENSEC report may receive a special advance on their funding for state principal apportionment and/or allocations of federal categorical programs.
