If a grantee fails to conduct the external review before the end of its grant period, or if any items in the external review report are identified as being less than satisfactory, or receive a score that is less than satisfactory, the CDE may invoice the grantee for a base amount of 10 percent of the total grant award, up to the total amount of awarded Implementation Year 2 funds. This penalty is based on the discretion of CDE staff and reviewers.
Not an Audit
The external review requirement is not the same as an audit. CE, CSDC, IEG, and WASC are not authorized to audit educational agencies. These groups and organizations look at school educational program quality. They were approved to conduct the external reviews because of the quality of their existing review processes. Therefore, they may not use the exact same criteria, although many of the criteria do overlap from reviewer to reviewer. If you do wish to use a different external reviewer than WASC, CE, or IEG, they will have to be approved by the CDE as an authorized external reviewer.
