Directions for completing Section A of the English Learner Subgroup Self Assessment (ELSSA) tool.

*The California state average is based on data for 2007-08.

Note: The English proficient level means the Overall CELDT score = Early Advanced or Advanced with all domain scores (e.g. Listening, Speaking, Reading, Writing) at the Intermediate level or above. If one or more of the domain scores is below the Intermediate level, the student is not English proficient.

In order to complete the data tables in Section A, you will need the following:

  • A student level database for your district with current and prior CELDT proficiency level scores. Individual student level CELDT scores are not available in Dataquest or on the California Department of Education (CDE) Web site. The data needed  are on the CELDT General Research File (GRF) available for districts to download on the CTB-McGraw-Hill Web site.  Use the GRF that was produced after the 2007-08 data review module. You will need software that allows you to select students based on a set of specific criteria, create several new variables, and sum or aggregate student records. To complete some of the questions you will also need EL students’ time in US schools or time in district, as well as their California Standards Test (CST) or California High School Exit Examination (CAHSEE) scores.
  • If you are in a consortium, you will need to download the data for each of the member districts and the consortium lead and then aggregate the data into one consortium level student file. The Title III Accountability Reports provide a link to the names of the consortium members when you select for the Consortia member information.
  • The most recent Title III Accountability Report.
  • Annual growth targets.

  1. Select all annual 2007 CELDT testers. This number should match the Title III Accountability Report AMAO 1, line 1 Number of 2007 Annual CELDT Takers. Note if you have direct funded charter schools in your district they are removed from the file prior to processing the AMAOs.
  2. Delete any testers that do not have current 2007-08 annual test data  and prior 2006-07 proficiency level scores and a valid previous grade. Enter this total in cell A6. This total should be similar to line 2 of AMAO 1, Number/Percent with Required Prior CELDT scores. Note there are some other checks done for the Title III Accountability Reports so this number may not match exactly.
  3. Select students according to their previous 2006-07 CELDT level and enter the number of students at each prior year proficiency levels in column A, cells A1 to A5.
  4. In Column B, cells B1 through B6 are calculated for you when numbers are entered into cells A1 through A6.
  5. Create a variable which indicates if each student has met their growth target. Refer to the annual growth target chart. For example, if the student was at the Beginning level the prior year and at the Early Intermediate level or above the current year, they have met their growth target and should be coded accordingly.
  6. Select students according to their previous 2006-07 CELDT proficiency level. Select those students identified in cell A1 and determine how many of those students met their growth target. Enter this number in cell C1. Repeat this procedure until you have completed cells C1 to C5. The sum of Column C should match line 3 of the Title III Accountability Report, Number in Cohort Meeting Annual Growth Target.
  7. In Column D, cells D1 through D 6 are calculated for you when numbers are entered into cells C1 through C5.
  8. Compare the results from your LEA in column D to the state averages in column E.
