Dear Select County and District Superintendents and Charter School Administrators:
The purpose of this letter is to notify you that your local educational agency (LEA) did not meet one or more of the three Annual Measurable Achievement Objectives (AMAOs) for two consecutive years. LEAs that receive funding for Title III Programs under the No Child Left Behind (NCLB) Act of 2001, including those LEAs that participate in a consortium, are required to meet all AMAOs. This letter and corresponding enclosures provide information regarding:
The Title III Accountability Reports were released today. This information is posted on the California Department of Education (CDE) Web site at http://www.cde.ca.gov/sp/el/t3/acct.asp.
LEAs that do not meet one or more of the three AMAOs for two consecutive years must do the following:

Enclosure 1 and 2 contain the guidelines and instructions for LEAs to use in drafting their Title III IPA. We strongly recommend the use of the English Learner Subgroup Self Assessment (ELSSA) tool (Enclosure 3). The ELSSA will assist the LEA in targeting needed changes to meet the AMAOs in the future. The LEA is urged to participate in the Seminar designed to assist in the development of the Title III IPA.
The CDE will monitor implementation of the Title III IPA through the Categorical Program Monitoring process.
The CDE, in collaboration with the California Comprehensive Center at WestEd, will provide a series of two and a-half day trainings to assist LEAs in the development and implementation of the Title III IPA.
The training will begin with a half-day afternoon session conducted by CDE staff to inform LEAs of the requirements regarding the development and submittal of the Title III LEA IPA and guidance on the use of the ELSSA tool. There is no fee, but
pre-registration is required.
The two-day Seminar is designed for LEA program administrators and instructional leaders. The Seminar will provide participants with an in depth look at how to improve their current LEA Plan in order to meet the AMAOs in the future.
