This letter contains information regarding the online submission of the Student National Origin Report (SNOR) for the 2009–10 school year.

The continued use of the SNOR during the 2009–10 school year is necessary because of the system performance issues that occurred during the rollout of the California Longitudinal Pupil Achievement Data System (CALPADS). As a result, the California Department of Education (CDE) is thoroughly reviewing, top to bottom, and correcting any CALPADS deficiencies to ensure that the system performs efficiently prior to its continued use for reporting SNOR data.

Purpose of the SNOR

The SNOR is the vehicle used by the CDE to collect the annual count of eligible immigrant students as required by the Elementary and Secondary Education Act (ESEA) as reauthorized by Title III of the No Child Left Behind (NCLB) Act of 2001. Based on the total number of eligible immigrant students enrolled in California, the CDE receives a formula grant from the U.S. Department of Education and is authorized to allocate formula sub grants to local educational agencies (LEAs) that experience a significant growth in their eligible immigrant student population. Data from the 2007–08 SNOR will be used to determine funding eligibility in the 2009–10 funding cycle. In the 2009–10 school year, the per-pupil allocation is $95. Please note that non-submission of the SNOR may have an impact on eligibility for up to three years.

Eligible Immigrant Students

Sections 3301(1) and (6) of the ESEA as reauthorized by the NCLB Act of 2001 defines immigrant children and youth as individuals who: (1) are aged 3 through 21;(2) were not born in any state; and (3) have not been attending one or more schools in any one or more of states for more than 3 full academic years. Section 3301(14) of the ESEA defines state as each of the 50 States, the District of Columbia, and the Commonwealth of Puerto Rico.

Reporting Process

In the 2009–10 school year, each LEA and private school will submit the SNOR data online. At the Web page identified below, you will find comprehensive instructions regarding the identification and reporting of eligible immigrant students and a link to the official data collection site. This data collection site has been carefully constructed to be intuitive and very user friendly. During the data-reporting window, March 1, 2010, through April 15, 2010, LEA designees will log into the data collection site using their standard CDE-issued district personal identification number (PIN) and the system password as indicated in a separate letter. Time Frame

The LEAs may conduct the count of eligible immigrant students on either October 7, 2009, or March 1, 2010. These dates have been instituted to respond to LEAs that are impacted by significant enrollments of migrant students who may be absent for part of the school year. If the count was taken on October 7, 2009 only foreign-born pupils enrolled in a United States (U.S.) school for the first time on or after October 1, 2006, should be counted. If the count is taken on March 1, 2010, count foreign-born pupils enrolled in a U.S. school for the first time on or after February 28, 2007. Exceptions would include those pupils who enrolled after these dates and have not been enrolled for 36 cumulative months.

Whether the count was taken in October 7, 2009, or March 1, 2010, the highest number of immigrant students should be submitted to the CDE using the online reporting system during the period between March 1, 2010, and April 15, 2010.

Private Schools

Private schools are also asked to complete the SNOR during the same time periods as LEAs. This process is conducted by the CDE using the same data collection site. The LEAs will be informed of eligible immigrant student enrollments in all private schools located within their geographic jurisdictions when the funding formula for the Title III, Immigrant Education program is calculated.

During the data reporting window, all LEAs and private school designees will log into the data collection site using the following PIN.
