Direct funded, Local Educational Agencies (LEAs) and consortia leads (not consortia members), that received Title III, Part A, Immigrant Education Student Subgrant funds must submit an End of Year (EOY) obligation/expenditure report. An LEA should ONLY report for the year(s) in which it was funded directly or the lead of a consortium. This report must reflect the total or year-to-date obligations, not just those made since the previous reporting period.
September 30, 2013 marks the end of the federal grant period for the FY 2011–12 subgrant (July 1, 2011, to September 30, 2013). Any LEA reporting unobligated funds for this grant period will be invoiced by the California Department of Education (CDE). All obligations must be liquidated by December 30, 2013.
According to the California State Accounting Manual, “Legal obligations are commitments made by an LEA to purchase goods or services immediately or in a future period.” To determine whether a financial commitment should be reported as an obligation, please refer to Title 34, Part 76, Section 707 from the Code of Federal Regulations: Retrieve by CFR Citation Web page found at U.S. Government Printing Office .
Consolidated Application and Reporting System
The Consolidated Application and Reporting System (CARS) is a data collection system to apply for Categorical Program Funding and to report on the use of those funds. Information, instructions, data collection release schedule are available at Consolidated Application and Reporting System.
The following data collections of the Title III 2011–12 final expenditure/obligation data will be included in the 2013 Winter Release in an effort to reduce the reporting burden for LEAs.
