Title III Immigrant Expenditure Reports

Expenditure reporting information for the Title III Immigrant Student Subgrant Program.

Direct funded, Local Educational Agencies (LEAs) that received Title III, Part A, Immigrant Education Student Subgrant funds must submit an End of Year (EOY) expenditure report. An LEA should ONLY report for the year(s) in which it was funded directly. This report must reflect the total or year-to-date expenditures, not just those made since the previous reporting period. Allowable expenditures must be of a supplemental nature and authorized under Title III requirements. Please see the U.S. Department of Education Wed page titled Supplement Not Supplant Provision of Title III of the ESEA External link opens in new window or tab. (PDF).

Administrative and Indirect Costs: Asministrative costs include both direct and indirect costs. Administrative costs are any costs, indirect or direct, that are administrative in nature and support the management of a program. (See the California School Accounting Manual [CSAM] Procedure 915).

Costs must be necessary and reasonable for proper and efficient performance and administration of federal awards (Uniform Guidance [2 CFR Part 200 SubpartE]).

September 30, 2015 marks the end of the federal grant period for the FY 2013–14 subgrant (July 1, 2013, to September 30, 2015). Any LEA reporting unspent funds for this grant period will be invoiced by the California Department of Education (CDE). All expenditures must have been liquidated by December 30, 2015.
