The High-Risk Youth Education and Public Safety Program provides after-school programming for students who have been incarcerated or are first-time offenders. The Transitioning High-Risk Youth Program served youths who have had a commitment to a youth facility for six months or more and have served at least 90 days of incarceration. The First-Time Offender Program served youths fifteen years of age or younger, who have been placed on probation for their first offense. The use of the funds for this program is now at the discretion of the administration in each county office of education and school district that receives funds for the Pupil Retention Block Grant.
