The Economic Impact Aid (EIA) program is a state categorical program for kindergarten through grade twelve to support:
- Additional English language acquisition programs, support and services for Limited English Proficient students (LEP) and,
- State Compensatory Education (SCE) services for Educationally Disadvantaged Youth (EDY) as determined by the local educational agency (LEA).

Economic Impact Aid/State Compensatory Education (EIA/SCE)
A school shall use EIA/SCE funds to support programs and activities designed to assist educationally disadvantaged students achieve state standard proficiency. Funding Considerations: What Has Not Changed
The following review of laws and regulations is intended to assist you make appropriate program decisions, and to maintain the fiscal integrity of your EIA expenditures.
Local educational agencies (LEAs) must:
- Determine how EIA funds will be allocated to school sites.
- Decide whether to expend EIA 100 percent in the LEP, or SCE, or in a combination of the two.
- Abide by the parameters of the “Intra-district” allocation plan (EC 54004.5).
- Ensure that programs for English learners are provided adequate and appropriate support (EC 54004.7)
- Adhere to the Single Plan for Student Achievement (SPSA), which calls for the content of the SPSA to be aligned with school goals for improving pupil achievement. (EC 64100 (f))
- The SPSA shall, at a minimum, address how funds provided to the school through any of the sources identified in EC Section 64000 will be used to improve the academic performance of all pupils to the level of the performance goals, as established by the Academic Performance Index.
- The SPSA shall be reviewed annually and updated, including proposed expenditures of funds allocated to the school through the consolidated application, by the school site council…(EC 64100 (g))
- Abide by all other applicable laws and regulations.
The California Department of Education is responsible to monitor and audit the use of such funds to ensure that they are expended for eligible pupils according to the purposes for which the legislation was established for such programs. (EC 62002, 62002.5 and 63003)
