Glossary-3-Year Average API

Glossary of terms for the 3-Year Average Academic Performance Index (API) Report.

This glossary defines key terms shown on a school's 3-Year Average API Report. Terms described below are listed in the order in which they appear in the headings on the 3-Year Average API Report. More detailed information may be found in the Status of the Academic Performance Index and the 3-Year Average Information Guide.

State Accountability: Academic Performance Index

State legislation, the Public Schools Accountability Act (PSAA) of 1999 (Chapter 3, Statutes of 1999), established the API, which summarizes a school's or a local educational agency's (LEA's) academic performance and progress on statewide assessments. (An LEA is a school district or county office of education.)

Assembly Bill (AB) 484 revised California Education Code (EC) Section 60640 which established a new assessment system known as the California Assessment of Student Performance and Progress (CAASPP). The CAASPP became effective January 1, 2014.

One of the required assessments within the CAASPP is the Smarter Balanced assessment system which is being field tested from March 25 through June 6, 2014. All students in grades three through eight and eleven are required to participate in the Smarter Balanced Field Test. However, the field test will not produce any assessment results, and Assembly Bill 484 explicitly states that results from field tests cannot be used for accountability measures.

Because assessment results from the Smarter Balanced Field Test will not be available, the State Superintendent of Public Instruction (SSPI) determined that insufficient pupil data exists to produce valid 2014 Growth and 2014 Base APIs.  The SSPI recommended to the State Board of Education (SBE) to not calculate a 2014 Growth, a 2014 Base, and a 2015 Growth API. The SBE approved this recommendation at the March 2014 meeting.

AB 484 also added California EC sections 52052(e)(2)(F) and 52052(e)(4) which states that schools that do not have an API calculated in 2013–14 and 2014–15 shall use one of the following to meet legislative and/or programmatic requirements: (a) the most recent API calculation; (b) an average of the three most recent annual API calculations; or, (c) alternative measures that show increases in pupil academic achievement for all groups of pupils schoolwide and among significant groups. The decision to use one of these criteria may be made on a program by program basis and is a local decision.

This report provides the 2013 API, including both a weighted and a non-weighted 3-year average API for schools and student groups.

API

Number of Students Included in the 2011 Growth API

This is the number of students with valid Standardized Testing and Reporting (STAR) Program scores that contribute to a school’s 2011 Growth API.

2011 Growth API

The 2011 Growth API summarizes a school's performance on the 2011 STAR Program and 2011 California High School Exit Examination (CAHSEE) tests. APIs also are calculated for numerically significant student groups at a school. The API is on a scale of 200 to 1000. This is the number of students with valid STAR Program scores that contribute to a school’s 2012 Growth API.

2012 Growth API

The 2012 Growth API summarizes a school's performance on the 2012 STAR Program and 2012 CAHSEE tests. APIs also are calculated for numerically significant student groups at a school. The API is on a scale of 200 to 1000. Number of Students Included in the 2013 Growth API

This is the number of students with valid STAR Program scores that contribute to a school’s 2013 Growth API.

2013 Growth API

The 2013 Growth API summarizes a school's performance on the 2013 STAR Program and 2013 CAHSEE tests. APIs also are calculated for numerically significant student groups at a school. The API is on a scale of 200 to 1000. 3-Year Average API

The 3-Year Average API Report is for schools only. ( Districts, county offices of education, and the state will not receive 3-year average APIs.) A 3-Year Average API Report was produced and reported if the following criteria were met:

  1. The school had a valid API (i.e., the school received an API report) in each of the last three consecutive years,

  2. The school had 11 or more valid scores in each of the last three consecutive years. (A valid score is when a student's assessment results are included in the calculation of the API.), and,

  3. If the above criteria are met, the 3-Year Average API Report will also include any student group(s) that had 11 or more valid scores in each of the last three consecutive years.

The results of ELs who were first enrolled in U.S. schools for less than a year are not included in the API count of valid scores or in a school's or a student group's API.

Number of Students Included in the 2011 Growth API

This is the number of students with valid STAR Program scores that contribute to a student group's 2011 Growth API.

2011 Growth

The 2011 Growth API summarizes a student group's performance on the spring 2011 STAR Program and 2011 CAHSEE.

Number of Students Included in the 2012 Growth API

This is the number of students with valid STAR Program scores that contribute to a student group's 2012 Growth API.

2012 Growth

The 2012 Growth API summarizes a student group's performance on the spring 2012 STAR Program and 2012 CAHSEE.

Number of Students Included in the 2013 Growth API

This is the number of students with valid STAR Program scores that contribute to a student group's 2013 Growth API.

Student Group 3-Year Average API

A 3-year average API for student group(s) will only be produced and reported if the student group(s) had 11 or more valid scores in each of the last three consecutive years. A valid score is when a student's assessment results are included in the calculation of the API.
